Stephen is currently Lead Partner of Kiptinness & Odhiambo Associates Telecommunication, Media and Technology (TMT) Practice with extensive expertise in the sector. He has amassed experience from various organizations and institutions he has served in the recent past. He has been involved in the advisory of major transactions and consultancies which include legal and regulatory affairs in ICT industry. Among the reputable corporate firms and parastatals both locally and internationally he has served are Orange Telkom Kenya, Communications Commission of Kenya, Commonwealth Telecommunications Organization, and Kenya Network Information Centre. He has previously advised and consulted on the legal, regulatory & organizational aspects of the East Africa Broad Band Infrastructure (EAC-BIN) Project and on the EASSY’s project on behalf of the Government of Kenya. He also offered legal advice on regulatory aspects of the telecommunications industry for the transitional government of Somalia. Stephen recently advised the Government of South Sudan on the set up of their National Communications Authority and drafted the proposed sector regulations.
As a senior legal officer at Communications Commission of Kenya he was involved in the preparation of the Government ICT policy, 2006. Additionally, as the head of regulatory affairs at Telkom Kenya, Mr. Kiptinness negotiated and advised on operation and maintenance contracts for National Optical Fibre Infrastructure project. He also served as a Director of the Kenya ICT Board and provided strategic leadership and direction to Kenya on Business Process Outsourcing (BPO), digital inclusion Initiatives (Pasha), development and launch of a Government E-portal to connect Government Departments & Ministries, and dispensing advice generally to the Government on ICT investment in Kenya. Stephen is currently a non-executive Board Director at the Competition Authority of Kenya and the Scripture Union of Kenya. Stephen read law at the ILS Law College Pune, where he graduated with an LL.B (Hons.) degree, thereafter proceeding to the London School of Economics where he obtained an LL.M. in Information Technology Law & Telecommunications Law. He is an Advocate of the High Court of Kenya of twelve (12) years standing and a CPS (K) in good standing in addition to being a Patent Agent.
